Gjallarhorn nerf: I think so far this nerf was needed because you can't deny...everytime you saw a boss or something you'd instantly think ''Hey...why not burn him down to ashes with my gjally?'' Instead of having to think a strategy to kill the boss with other guns. Same happens in VoG...VoG veterans can ensure that Templar/Atheon/Gatekeeper have been burned down to ashes with Gjallarhorn and you mostly always see the wolfpack rounds in Atheon. Instead of using Praedyth's Revenge...or a Corrective Measure to shoot Atheon. And you can't say that you've never defeated a boss without a Gally.
Samething happens in CE.
Lamp Ogres: Gally solution.
Bridge Ogres, Swordbearers, Wizards, Boomer = Gally
Shriekers in the room before the chest: = Gally
Ir Yut: = Gally
I mean the nerf was correct because no other heavy weapon was used but the gjallarhorn..that's why variety of guns exist.
Black Hammer nerf: Well, this is the same thing as the Gally...it's an OP overused weapon...either in VoG, CE, or just every annoying boss you wanna kill by sitting in a nice place to land 3 shots and continue till he dies. Like I said before..that's why weapon variety exists in Destiny.
Ice Breaker: Well I believe this nerf was neccesary but not for PvE situations but most likely PvP...past week when Combined Arms was in I inspected most of the player and they were carrying an icebreaker. It's an unfair advantage to sit in a corner with a weapon that regenerates bullets and can OHK any guardian in the head.
And WoL + Any Sniper = One Hit Kill. Spread the word.
Edit: I think the Hawkmoon nerf was actually unfair but I believe bungie is doing things right for now.

They should have tested the weapons before giving us an overpowered gun and then nerfing it. I agree with the nerfs but you shouldn't be an Indian giver either. In any case, it doesn't matter, by the time the nerf is implemented, the weapons will be outdated virtually instantly.
