OP Exotics aren't bad. They are elite killing machines. Nerfing exotics makes them legendary which doesn't make them bad, but does it warrant being able to only equip one if they are mediocre? If Exotics are also in the same balancing tables (and not considered in a league of their own) what is an exotic really?
What I'm saying is keep exotics Exotics. Their perks/damage/character exist to make them OP weapons justifying not being able to equip multiple Exotics. If they do not have those OP perks they lose their status as an Exotic, they've been demoted to a yellow legendary and in some cases yellow rares (and in a few cases yellow commons). If those perks OP players in PVP the balance here is to have something that can effectively be used against that weapon (another Exotic). Nerfing the exotics to seek balance in essence unbalances your weapon categories. Ultimately PVE suffers.
IF YOU MUST nerf Exotics my feedback would be the following:
Remove the one exotic weapon/gear limitation.
If Exotics are no longer OP and are akin to legendaries (there are a lot of legendaries that compare or exceed viability in-game) then "Exotic" should be defined as a cosmetic weapon that looks cool and really only gives a slight advantage in-game.
If Exotics are to retain their glory I would suggest that Exotics are treated as a separate weapon class and balanced individually as described in the Balance Update 2.0 and immune from generic balancing to Legendary, Rare, and Common weapon classes.
Sound off everyone, does this make sense?

If they did this the game atmosphere would improve. The exotics have suffered numerous attacks from rampant class nerfs, and classes have received their own nerfs, based on a specific weapons performance. This ruins the entire game atmosphere, as seen with the auto rifle nerf that resulted from people complaining about one gun, the Suros. Since they are supposed to be singularly unique, they should be balanced separately from their weapon class.
