No skype but there's party chat on both consoles, yes there is facial recognition, although I've never used it so don't know how well it works (what's the piont just press X to sign it) and no you can't stream games to your pc (at least I don't think you can) because the exclusive games are actually exclusive and you can only get them on playstation
