Because as it sits its the only choice for a pve sniper that makes sense and if a guns that good it need balance

All of those are a poor choices when compared to black hammer in pve. Thats like saying a hungry of crota is almost as good as ghorn its just not

You said only choice so rephrase it to [i]better[/i] choice. There are alternatives and those are weapons that can have great PvE rolls like Surplus, Field Scout, Clown Cartridge/Mulligan. I'm not saying they're as great as the Black Hammer as it is now but they're great alternatives.

Yes you can choose to use weps that are less effective but that's a bad choice

This is not true at all it is most definitely not the 'only choice for a PVE sniper'. I have multiple snipers that I would pick over my BH. My Efrideets Spear for example is amazing in PVE as it has field scout and spray and play. If anything it's an overall better sniper then BH. Overall the BH has low zoom to Aim assist sights.Horrible middle perks and tell me when you use mulligan on BH. The BH is most definitely not an amazing PVE sniper. The only thing that makes it any good is its Infinite ammo. BH DOES NOT need a nerf.

Please show scenarios where they are better in pve then black hammer. Lets see Any boss fight bh > any other sniper Any tank fight bh > any other sniper Hiding in the back out of enemies reach ib > any other sniper On top of this top tier impact and ok rof. Please list when other snipers top it

3 precision shots you get all 3 bullets back Good stability Good impact Good range There's plenty of other good snipers but black hammer can easily be an exotic weapon.
