Dear bungie, I love you but why do you think it's a good idea to nerf the best weapons in the game? Dedicated gamers worldwide have in most cases spent a lot of time and effort going up against the toughest enemies to win them and then upgrade them. After all that you hand us diet coke versions that are nowhere near as fun to play with. I know your fan base is a mixture of pvp and pve players so it makes things hard but why don't you give the less dedicated players the chance to get something like gally more easily but then give the option to complete absurdly hard quests to then make it more unique/exotic and tailored to the individual users tastes. For example, after beating Crota and atheon 10 times on each I can start a side quest that when beaten allows my gally to switch between arc and solar damage like the murmur. We play this game because we want to blast aliens but we also want to feel super powerful which you don't after a weapon like the icebreaker is reduced to a water pistol in strength.
If your concern is that we are killing your bosses too easily than find more imaginative ways of making it more difficult. The cabal boss with the changing shield was a good start. How about giving them the ability to direct wolfs head rounds back at you?
