I guess it was that it felt like an exotic when it was just a raid tier legendary. It was never meant to be better then Ice Breaker. I don't see the point to the ice breaker nerf though. I don't often run into a person using it in PvP. If I do I generally avoid that sniper zone because snipers are hella annoying.
