No. Not at all. This nerf is, in fact, BS. Even with a sniper rifle ammo buff, it would be useless. The white nail perk made it useful. You could chain headshots and still get ammo back in a powerful 3 shot sniper.
I would think there may be a sniper that would do that in TTK, but an exotic. It's just my idea, as the white nail perk as it is, is an exotic perk.
