Change black hammer's perk to 3 crits reward 1 bullet.
Leave icebreaker alone or just turn it into a mid-range sniper.

No seriously why. Its unique and not op. Now they are just going to pull from inventory. The weapon has done no harm.

Pulling ammo is lame unless they increase its capacity. Crits are too easy to land. The changes are uncalled for, sure, but they can change things instead of ruining.

No the sniper literally has no purpose. Its purpose is what made it good. Now every other sniper is the same as it. Sniper shots in PvE are crap as it is. So now well run out of ammo and barely make a dent even on knights.
