Instead of nerfing weapons because they are too powerful for pvp but do well in pve why not just implement the Fog of war principle?
We are in crucible things are hectic there can be diminishers etc. same how it has been done for prison of elders.
"Kill them dead yadayadayada"
Oh look all weapon range has been reduced by 10% due to lack of vision because of incoming fog
"Kill them back yadayadayada"
Oh look blast radius on rocket launchers reduced due to dense atmosphere
"Prepare yourself yadayadayada"
Oh look melee distance decreased due to heavy gravitational pull
"Watch your back yadayadayada"
Oh look supers recharge slower due to exertion because of battle fatigue
"Capture the zones blabla"
Oh look Less ammo for <insert type of weapon> because of static interference making the supply ships unable to send down ammo
"Kill everything that moves blabla"
Oh look accuracy decreased due to gyrating planet
Etc etc.
So many ways to make pvp interesting without introducing a game wide weapon nerf. Pve players happy, pvp players .. Well they just have to suck it up, it's pvp it's meant to be hard and challenging!

Overall great idea tho. Active modifiers that are map specific would change loadouts better than nerfing everything in sight
