While I understand your argument and view point, I feel it's going to make it worse. I just got my Gally July 4th, so I've done a ton of raids without it. Those groups wanted a Gally but we're OK with some not having it because of the damage it did. So usually if 3-4 people had it, they were cool. Now with reduced damage, those same groups might ask for 5-6 mandatory Gallys to make up for the lost damage. So it might get more segregated. Not to mention all these guys who are going to do it out if principal now.
