Infinite ammo (if you can land your shots) with a higher damage output than icebreaker makes it better than an exotic of similar power, therefore now players must take a break to replenish ammo, similar to icebreaker's recharge. Honestly, it's still gonna be better than IB bcuz you'll be able to pick up ammo faster and hold more in reserve.
