Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

Exotic hand cannons are being nerfed because they are OP in crucible. But Black Ham, IceBreaker and Gally are being nerfed as punishment for all the whining and name calling.
