To be honest, I feel like most if not all the changes were good.
Auto rifles have a chance to shine in PVP again. Looks like Hard Light is gonna be a BEAST in PVP. I think I'll being pulling out my Suros for the first time in about 5 months.
Pulse and Scout rifles were relatively balanced already, so not too many major changes were made.
You gotta admit, the Party Crasher, Matador, and Felwinters Lie had some RIDICULOUS range. I used a Matador myself for a little while, and I'll admit it was OP. It'll be nice to not be sniped from mid-range 24/7.
Fusion rifles are nerfed yet again, but just like before, I'll ignore that and continue to love my Light/Beware.
The final round nerf pretty much made the perk useless for PVP. The only case I could see it possibly being useful would be to snipe players mid-super, which would be quite challenging.
Black Hammer got hit BIG TIME. No more infinite ammo in PVE :/ There goes my boss killer...
Ice Breaker also received a nerf for its reload rate, which didn't make sense to me. I don't think Icebreaker was breaking [spoiler]ayy[/spoiler] the game, so why would they need to nerf the reload time? What does that change besides annoying the crap out of us?
Hand cannon nerfs seemed fair. Nothing too extreme. Thorn should still be usable but not as OP. TLW had some ridiculous range, and that was addressed.
Lastly, we have missile launchers. Legendary and down we have some slight buffs.
But the Gally finally got nerfed.

Though I will miss the ridiculously overpowered feeling of wielding such an awesome weapon, I do feel that the nerf was necessary. It had gotten to the point where it was the ONLY heavy weapon people would want/use in PVE.
Also, when a weapon is so good people REQUIRE you to have one to join their fireteam, there's something wrong.
I understand that some jimmies may be rustled, but know that this post isn't meant to troll, it's just to express my opinion.

I wish they would focus on making pvp more skill based then weapon based. They should be balancing game mechanics before messing with weapons. Some weapons are "op" because of the absurdly high aim assist present in the game not to mention thats further enhanced by the new "improved target acquisition perks". They should disable aim assist for pvp, get rid of aim assist relevant perks and have the ability to turn it off in general for pve. Then they should worry about which weapons are in need of changing. Besides that, you cant reliably make assumptions based on whether the changes are "good or bad" when the update hasn't released yet. And to those complaining about ghally nerf: Wolfpack rounds are getting slightly lowered damage, but the overall blast radius of all rockets is getting increased. It about evens it out.
