It is assumed that the Ghorn is being nerfed because people use it as a crutch to fight off bosses because they don't want to put the time in.
This is correct. Plugging in almost 1000 hours into the game I can say I myself am guilty of this thinking too. But the glam shouldn't be completely on the user.
Over the 3 "bosses" players have had to fight against (Atheon, Crota, and Skolas) 2 of them have been bullet sponges. Atheon was well designed in how it would take maybe 2-3 times in the portal to kill him. While the Ghorn did expedite the process, it was not needed. Atheon could be defeated in a timely manner. Crota is where things started to go down hill. While a player could "drop him" without a Ghorn, it wasn't as reliable or quick. Skolas and the rest of the Prison of Elders bosses became the bullet sponge bosses. To defeat the bosses you had either two choices, spend tons of time fighting them with regular weapons, or destroy them with Ghorns.
The Ghorn is an amazing weapon and to fix it, it shouldn't be nerfing it. Clever encounters like Vault of Glass are the solutions. While I give thanks to bungie for trying to increase the game time in each encounter, making bullet sponge bosses are not the way. Exploration like in the vaults gorgon portion, and figuring out the ins and outs of Croats end is where the meat of the engagement should be.
