Black hammer isn't an exotic and shouldn't necessarily have a perk that puts it in that category. Bad Juju refills ammo and they didn't nerf that - but it is an exotic. So I don't mind the black hammer change - even if I'm disappointed.
However, ice breaker is one of the worst snipers in the game, apart from its auto refill perk. I don't see everyone using it or anything and it's quite useful as an exotic in certain situations. I don't think it should have been nurfed. Especially if you've played Aethon and know how little ammo drops for those on the outside! (But that's a design bug I'd say. )
Ideally I'd like to see every exotic be coveted as much as ice breaker or ghallahorn. For instance what if Patience and Time gave you perfect invisibility and lasted a while? Everyone would like it. What if Bad Juju had a really large magazine, so you could usually get a kill before needing to reload? And so on - make the exotics really exotic. Give each one a reason to be coveted.
A lot of the newer armor pieces fit this status. Obsidian Mind and The Ram and Don't Touch Me are some good examples. I'm glad they are buffing Necrochasm. It will be fun to play with, finally! I still use the Vex but it's usefulness has been comparatively decreasing.
I would say that all the exotic primaries should have elemental damage also. It's sad that I only want to use raid primary weapons in PoE because the exotics' TTK is so much longer without elemental damage. The raids have almost no shielded enemies so it makes little difference there.
