It will get nerfed.
People will think making it a requirement to have a gally will solve the issue.
Bungie will see that the nerf made the issue worse then severely nerf it.
Then nobody will want to use it.

A big part will depart from Destiny and move on. I was a very loyal player, played from day one, defended all their nonsense with the DLC. But this so called weapon 'balance' is pushing me away from the game. And it's not the Gjally I'm worried about, but why the Hammer, or Ice Breaker or Shotguns?
