Simple. Any weapon that grants essentially infinite ammo for skilled precision should only be reserved for an Exotic weapon, and it already has: The Ice Breaker.
For a Guardian who's skilled with precision shots, there is almost zero downsides for using the Black Hammer to its fullest potential. There needs to be a downside. No reload is good enough. Infinite ammo is not. If the Ice Breaker and Black Hammer both attacked Valus Ta'arc, the Black Hammer would still outdamage the Ice Breaker in a given minute, assuming all shots are precision shots.

Personally I think it should have been either, all precision shots give you the ammo but you have to reload. The other choice is that landing all three precision shots takes one bullet out of your magazine instead of three.

well yea that's a pretty big assumption that all shots are gonna be precision. unless ur doing sepiks prime on the lowest level it's difficult to chain 2 or 3 full mags of precision shots together

In any case, there is no downside for chaining shots, and there needs to be because balance is a thing.

they should skip the nerf and just make it exotic then no one could say it outperforms exotics cuz it is one, problem solved
