All these nerfs are to slow down the game. More time sitting around waiting for Ice Breaker now. More time looking for ammo cause Black Hammer just burns through it now. More time shooting the boss cause Gally shoots tickles instead of rockets now. The game has very little content so they have to artificially pad it any way they can.
