It wasn't supposed to provide infinite ammo, it was supposed to automatically reload the magazine.

Yeah it was though... That's why bad juju and clown cartridge both pull their extra ammo from nowhere as well.

Clown cartridge only procs very rarely, and bad juju is an exotic weapon. Also, is a primary. Nobody ever says "oh well I'm out of primary ammo. Better go pop a synth." Bad juju was left alone because you could easily just pick up ammo off of the ground and start the infinite shooting as well. You also have to get a kill, not 3 crits.

Clown cartridge doesn't give you an unlimited supply of ammo though. Bad Juju is a good gun but hardly game breaking. You can't sit there and stun lock a boss till it's dead.
