Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

Infinite ammo shouldn't be that easily obtained on a legendary weapon. BH is like mini Ice breaker. It shouldn't be able to kill faster than ice breaker.
