My guess is they asked gamers to test TTK and found that parts of it were too easily beaten using IB/BH as they currently are.
So they made IB and BH take much longer to do the same amount of damage.

Hey, that's a step in the right direction, product testing. In all honesty though, people complained about how quickly they first completed Crotas End. Seems they're ironing out all the kinks.
