Yes but black hammer was more desirable than icebreaker because of the way the perk just refilled without losing reserve. They want us to have to choose between icebreaker and Gjallarhorn rather than have Gjallarhorn and use something that has endless ammo at the same time. Black hammer was on par with exotics, now it's more in line with the other legendary snipers, it shoots faster than Efrideet's but still has the same impact, it's still better than most snipers and it is still capable of stun locking a boss just not forever anymore. Raid weapons are supposed to be between weaker than exotics but better than regular legendaries and that's what this change does. It's a fair change, it's not what people like but it's what Bungie wants plus no one likes when their favorite guns get weaker so the disdain is understandable.
