I don't think it'll be that noticeable, people will still spam the crap out of bosses with it regardless

This. Think of it this way. If they nerf wolfpack rounds by 20%. Right now Gally does 100% more damage than other rockets. Post nerf it will still be doing 80% more. Still significantly more effective. I think this was just an attempt to quell the cry babies.
