Less DPS, more relevant. There's a flaw in your logic there man :P
Less DPS means closer to other heavy weapons which means less reason to give up your primary/special slot for a heavy exotic.

Nope. Basically,lets say it deals 1/2 less damage. So now the damage you do is 1 1/2 units while it used to be 2 units. Since ghorn still reigns dps supreme,people will still want them on their team. BUT NOW,they would want more people with ghorns to compensate the less damage. This leads to increased elitism

We don't know how much wolfpack rounds will get nerfed. I'm sure they thought of a good number. If it's half like you say it'll only do a bit more damage than normal rocket launchers. This means it'll be better to equip a primary or special exotic or even a machine gun since you use those more than the 7 rockets. Those 7 rockets with half wolfpack damage are like 10 normal rockets. I'm sure there are many other exotics that increase your total damage output more than 3 more rockets would. For example a hawkmoon. Equipping that in stead on a normal handcannon will give you a shitload of lucky bullets that will give you more damage it total. Yes the Gjallarhorn will probably still be the best to output a lot of damage fast, but where do you actually need that. Skolas can't be burned down immediately, Atheon is easier to kill with snipers, Crota's shield is easy to take down with any rocket, Strike bosses with burns are a joke with any weapon. If people still require other people to have a Gjallarhorn they are still idiots, just a bit bigger ones.
