Most major fights in strikes aren't that hard to chain headshots on. So you end up camping one spot and getting 25-35 shots on the boss before you finally run out of ammo. With this change, and gear increasing ammo reserve, you're not going to be that far off. It's just a retuning of a perk that could potentially be exploited.
