Because for bosses its just as bad as gjallarhorn if not worse, it does as much dmg and fires infinatley if you can land 100% headshots with it. I do however think they went about the nerf all wrong, they should have nerfed total ammo rather than increase so that muligan becomes more relivant and the gun more punishing for missing.
