You can't nuke any of the major cities in Canada with out at least some of the fallout hitting a few cities in northern US.

Well that depends if we time it correct with the wind patterns then we could minimize fallout and possibly just hit the edges of the northern states and it should be gone within a year or two. Or we could napalm and bomb the edges of Canada. So the worst out come would probably be Alaska getting hit with a little fallout.
