Beyond that, why they're not made up of traditional Forerunner metal and hardlight is a mystery. Cortana's speculation is the best we have on the matter. If he decided to follow ONI's rules, then ONI gets a good fluff piece on the Master Chief. If he doesn't, then ONI is able to spin a web of propaganda around Giraud, and portray him as the bad guy that gets defeated to raise morale. New Mega Blocks set is a Vulture. It's got updated colors and insignias, and it includes Spartan Locke.
