So I was just re-watching the episode of DBZ where Cell gets introduced and since he's a product of the genetic make up of some of the universe's strongest fighters, and those fighters included a few pure-bred saiyans, I thought to myself "why can't cell go super saiayn?". Obviously it has nothing to do with how much saiyan you have in you since Gohan, Goten, and Trunks can all go super saiyan and they're only half-saiyans. Even Goku Jr, at the end of GT, was able to become super saiyan and thanks to some simple math I was able to calculate he's only 1.56% saiyan. He barely even qualifies as a saiyan and yet he's able to go super saiyan. Cell is 44.4% saiyan (Roughly) when you take into account the genetic material he has from Gohan, Goku, Vegeta, and Nappa then Cell has more than enough saiyan blood to not only be considered a saiyan but to also become super saiyan.
NOTE: I'm assuming Dr. Gero got samples of at least 11.1% genetic material from all 9 of the warriors cell is made out of. Even if there are more warriors, or he didn't balance out the percentages Cell would still only need 1% saiyan to become super saiyan. And with genetics from four Saiyans I'd say that he has the down
You know, maybe it's the hair. All saiyans have had silly hair before becoming super saiyan, so maybe that's a requirement. And cell doesn't have any hair making it impossible for him to go super saiyan. Or maybe he can go super saiyan he was just never pushed to do so, like everyone else was. He might be able to but can't due to lack of knowledge on how.
Anyway, I guess what I'm wondering is could cell become a super saiyan. In theory it seems like he should, and it also seems like one of those things that would've come up before now. Maybe it has and I haven't noticed. If there is an explanation, I haven't seen it. Then again I don't know everything about DBZ, not even close. So anyway what do you guys think?

Talos the mighty! Talos the unerring! Talos the unassailable! To you we give praise! We are but maggots, writhing in the filth of our own corruption! While you have ascended from the dung of mortality, and now walk among the stars! But you were once man! Aye! And as man, you said, "Let me show you the power of Talos Stormcrown, born of the North, where my breath is long winter. I breathe now, in royalty, and reshape this land which is mine. I do this for you, Red Legions, for I love you." Aye, love. Love! Even as man, great Talos cherished us. For he saw in us, in each of us, the future of Skyrim! The future of Tamriel! And there it is, friends! The ugly truth! We are the children of man! Talos is the true god of man! Ascended from flesh, to rule the realm of spirit! The very idea is inconceivable to our Elven overlords! Sharing the heavens with us? With man? Ha! They can barely tolerate our presence on earth! Today, they take away your faith. But what of tomorrow? Do the elves take your homes? Your businesses? Your children? Your very lives? And what does the Empire do? Nothing! Nay, worse than nothing! The Imperial machine enforces the will of the Thalmor! Against its own people! So rise up! Rise up, children of the Empire! Rise up, Stormcloaks! Embrace the word of mighty Talos, he who is both man and Divine! For we are the children of man! And we shall inherit both the heavens and the earth! And we, not the Elves or their toadies, will rule Skyrim! Forever! Terrible and powerful Talos! We, your unworthy servants, give praise! For only through your grace and benevolence may we truly reach enlightenment! And deserve our praise you do, for we are one! Ere you ascended and the Eight became Nine, you walked among us, great Talos, not as god, but as man! Trust in me, Whiterun! Trust in the words of Heimskr! For I am the chosen of Talos! I alone have been anointed by the Ninth to spread his holy word!
