You're referring to certain dictators that have committed genocide on their own people. A dictatorship is a political system. Socialism is an unrelated economic system. The fact that those dictatorships happened to also be socialist countries is merely coincidence. Those countries could have been capitalist and still had genocidal dictators. You could also have a republic or democracy and have a socialist economic system. Political system =/= economic system.
