If Russia had sold weapons to Iraq after the first Gulf War they'd be in some serious trouble. Being a member of the UN's security council and providing arms that Iraq was forbidden from possessing by the UN would not look good at all. We also know that Syria's chemical weapons were provided by Russia, and who did we put in charge of the disposal of Syria's WMD's? Russia.

They are close, but I chose Obama because he is currently in power and actively hurting us; bush is only passively screwing us with the aftermath of his paranoia( patriot act and other things).
