Because it would credit those who cheated to attain 'flawless' and that would be more unfair to those who don't. Many, like you, worked hard to earn 'flawless' and that is unfair for not being included, but there are an equal amount who manipulated the network to illegitimately win or force others to lose. That is worse. So, no ToO in requirements.
Remember, Bungie had to start banning players, it is that bad! Most avoid ToO for the blatant cheating, which remains dominant. Bungie cannot mandate an activity with such horrendous dishonesty as a requirement for credit. That would be worse than a few cheaters getting another medal! So, no ToO in the mandate...
