It's celebrating mediocrity. I would like to show off an emblem that proves I have done something challenging that not every scrub can achieve/be carried through.

I think you and a lot of others a massively overestimating how many people are going to get this. In the forums sure, lots of us have already or will have earned it by the cut off however if only 20% of players have completed a raid how many people have done both in hard, PoE 35 and all the other requirements? It will be a rare item and certainly not everyone will have it or be bear capable of earning it.
