Monitors come from Forerunners. They are not AIs. If a monitor is destroyed(Guilty Spark) or captured (Penitent Tangent) there is no way to make new ones.
I would assume the Forerunners were turned into Data, like the composer does, and given the monitor bodies.

The only monitor's history we know of was Guilty Spark. We known was an ancient Human composed by the Forerunner to become the AI known as Guilty Spark. We don't know the history of the other Monitors, but if we assumed they were similarly produced, it brings into question who maintains a Halo once a Monitor is destroyed.

Where did "we" find that out? Because I was going by Halo CE Anniv terminals, which talk a bit about the monitors and such right after their transformations.

The history of Guilty Spark is detailed in the novels Halo: Cryptum and Halo: Primordium.
