Final round is the problem, the shotgun issue is there because of blink, it turns shotguns into primary weapons because people can easily get within shotgun range and not get hit, making the guns able to be used in a way it wasn't designed to, it was suppose to be a special weapon used in close quarters scenarios where your primary wasn't viable
