Yes there were, but any Precursors in the area had been completely wiped out by the ancient Warriors during the Forerunner's genocidal campaign against the Precursors. Those Forerunners in the Spider nebula are the descendants of those Warriors, and the isolation from any other form of sentient life has left them highly primitive in nature, no longer capable of constructing some of the more basic machines, such as motorized transportation.
