Actually there was a comment in here somewhere that i liked, where instead of gimmicks, like modifiers and poisons and such, you have objectives within the boss itself, Much like a Fallen walker. Shoot its leg, then its head.
Plus each boss would be accompanied by a small army. Now the primary difference here will be No yellow bars. So even at 200,000 health a boss' life will noticeably tick away unlike Yellow barred enemies.
Plus if Bungies ideas on spice generally are not very good, and come out as convoluted and at cross purposes. Like throwing small arms at you, which lessens the damage of anything but your primary. Not a difficult thing to overcome, but making it just that more time consuming.
Its harder to form tactics as no matter what you try, something gets in the way, which while you can overcome that too, they make it very hectic sometimes, and that leads to frustration, which we all know, leads to more frustration and then it all snowballs.
But back to the subject at hand. It is designed to Give you the feel of a huge fight, with many Guardians. And the whole reason for it being a massive boss is to make it a bullet sponge BUT because of the sheer number of guardians it doesnt SEEM like one.
