Wait you just completely contradicted your self. Saying its not in the game than back tracking and saying one person has it because Bungie gave it to him. If I am not mistaken it is in the game. And here is a video of actual game play.

You can Datamine all sorts of files but not have t be obtainable. For example, the newest iron banner class items have been in the files since Iron Banner was release. You could just never obtain the items.
