Sounds like an idea, but to be fair?
Destiny is built on a challenge of 3 and raiding with 6 people. I'd say tone it down since people are finding it hard just to get 6 people online at the same time.
Substitution for your idea:
A known area well off the beaten path randomly spawns in. If three guardians are in the area? You can damage it. Otherwise? It has a darkness cloaked shield and is immune to all forms of damage.
Think of this in terms of the Fallen Ketch area being accessible through the caves and the caves will now feature level 32 enemies when the beast is spawned in. You could also already utilize the cosmodrome kill the target bounty more often idea. A minotaur or hydra spawning in at the Gate Lord spawn.
Besides that? The Cabal are good to go personally. We know they are more militarized as it stands, but another tank in that area would be a welcome challenge with high level enemies. The Fallen? We already have those due to the reef bounties technically and they are scattered all over the place. We can simply keep hunting down the various factions since the story regarding them is pretty much concluded:
The strike on earth got rid of the House of Devils leader, Septiks Prime. We cleared out Skolas and the house of kings in the storyline right now. And the disarray being seen? The fact they are in the Hive acropolis/everywhere but Mars?
I don't doubt we will be enjoying anything along this line if they do it for the Fallen though so I'll vote yes.
