Here's what I propose... -Remove legendary weapons and strange coins -Keep legendary engrams but make them MUCH rarer -Legendary engrams from Nightfalls have a MUCH MUCH [b]MUCH[/b] higher chance of giving you exotics. -If you do get a legendary piece from Nightfall engram, you can customize its perks 1 time.
