What Chronarch said, and MJOLNIR is made of highly exotic materials. If money isn't an issue, acquiring the resources to produce MJOLNIR is.

I get that. Really, I do. But resources clearly aren't a massive issue with the number of Spartan-IV's running around. And you would think that after tampering with the technology for over 30 years they would have found a way around the augmentation requirements.

The reaction times and speed are partly possible only due to the extreme nature of MJOLNIR's reactive gel layer.
