Not all of them went on those missions. By the end of the war, there was more SPARTAN-IIIs than SPARTAN-IIs left.

That's hardly a comparison, since there were hardly any Spartan-II's to begin with.

BUT, the surviving SPARTAN-II's have all been defined. The surviving III's haven't, meaning there's room to survive.
