Mesopotamia is probably the best.
China/Japan is hardly worthy of said "empire"-ship.
And of the current options-Mongols were the first liberals. Surprised more people didn't flock to that.

Mesopotamia is not an Empire, it's the land that is known today as Iraq and it contained a couple of Empires.
