Why do we kill people for killing people to show that killing is wrong?

He that lives by the sword, shall die by the sword. If we simply let someone rot in jail for cold-blooded murder, it shows other people that there really is no punishment for taking someone else's life. If you can take someone's life, yet keep your own, justice is not truly served.
