Bullying can occur just once. I am really surprised you keep disagreeing with this guy. Bullying is when a person uses force or intimidation, to either get their way, or make another person feel bad. It's about power, and using that power in a negative way.
In that sense what happened to this kid may not be bullying in the strictest sense. But that would be an irrelevant point to make. It would be common to refer to some older person cheating a younger kid out of something as bullying. Mainly because the older age of the aggressor gives them a position of more power.
Excuse me for over explaining. I just really hope you can understand that bullying is about the action, it doesn't need to happen frequently from the same person.
