A lot of games have re-released an "all edition" of their games. Fallout 3 and New Vegas, Borderlands 1 and 2, Arkham City, Modern Warfare 2 ( I think the only call of duty to do so? Check me if you will), Oblivion, mortal kombat, street fighter, etc.
It's because they want new players that haven't enjoyed the game yet to be able to for a reasonable price after its been so long since release. It's business, and it's [i]successful[/i]. I paid for all the dlc for fallout 3, because I wanted to play it [i]when it came out and didn't want to wait[/i].
So you either experience it when it content comes out, for a price, or you wait and pay for everything at a cheaper price because you waited.
I'm not sorry you feel wronged by this practice, because I don't control your money, your life, or how you think, and I'm not going to try. However, business is business. Companies can't just do what the player community wants, because if they did, they would run their business into the ground. That's why we buy games, and they make them.
