I got mine with Zen Moment and Firefly. I didn't get explosive rounds, but those don't do any damage to tier 2 enemies and they prevent you from getting precision kills for Firefly

Explosive rounds also lower your dps.

For in close fast paced fights I use explosive rounds

Yeah, especially on Scout Tifles, however on Hand Cannons (like Red Hand IX) I have noticed the damage increase from 520 to 540 when I use explosive rounds, but its not too much of a difference so explosive rounds are mediocre.
