Wow,no this is not Bungie policy; as crazy as it sounds Sony hopes to get their console sales up by enticing Xbox players who are hardcore fans of destiny.
As a Xbox user I don't want to be locked out of content for the next iterations of destiny.
If I do get the legendary edition, I rather start a new character on PS4 and continue with it for rest of Destiny.
Existing veteran PS4 users,you in turn are lured by Microsoft, with their set of exclusive games.
End of the day both these companies wants us to own each of their consoles.
