My guess is this is a hot fix. I bet that fixing the swarm grenade is way more complicated than doing what they did so they put this in place for now and then will figure out how to make swarm grenade work like all the other grenades did. Then change it back

This better be temporary, I agree that it should have been nerfed bit only in PvP.
