It's based on whatever state of affairs the Covenant is in. So while there's been 23 Ages of Doubt, there's only been 9 Ages of Reclamation.

Also, did some research. I got the ages mixed up. I was thinking back to Contact Harvest where the ages are thoroughly detailed. Majority of the book takes place during the 23rd Age of Doubt. After first contact with humanity, it was the 9th Age of Reclamation.
